Miseri corsi d’italiano ad Asmara dopo un secolo di orgogliosa  e costruttiva presenza italiana.

Dopo oltre un secolo di presenza scolastica, educativa e culturale italiana ad Asmara, oggi l’Italia si presenta in Eritrea con semplici corsi di lingua italiana.

Non una scuola.

Non un istituto.

Non un progetto educativo strutturato.

Solo corsi di lingua, presentati come “ritorno dell’Italia”, laddove in realtà l’Italia si è ritirata.

È una regressione storica evidente.

La Scuola Italiana di Asmara – la più grande scuola italiana all’estero – non è stata sostituita: è stata cancellata. E ciò che oggi viene offerto non è una continuità, ma una versione impoverita e simbolica, utile più a salvare l’immagine delle istituzioni che a ricostruire una reale presenza italiana nel Corno d’Africa.

Per capire come si sia arrivati a questo punto, è necessario ricostruire con ordine la cronistoria politica e normativa che ha portato alla chiusura della scuola.

La sequenza normativa e i governi responsabili

Il processo di smantellamento prende forma tra il 2014 e il 2018, sotto i governi Renzi e Gentiloni.

Con il D.Lgs. 64/2017, approvato durante il governo Gentiloni, il sistema delle scuole italiane all’estero viene ridefinito secondo una logica di “razionalizzazione”. Nei fatti, le scuole cessano di essere considerate strumenti strategici di politica estera e culturale e diventano voci di spesa da comprimere.

A questa norma seguono atti applicativi che incidono direttamente sugli organici, sulle modalità di reclutamento e sulla possibilità di garantire continuità didattica. Nulla viene chiuso per decreto, ma viene costruito un sistema che rende sempre più difficile far funzionare le scuole, soprattutto quelle più complesse e lontane.

I governi successivi non invertono la rotta:

il Conte I mantiene l’impianto,

il Conte II lo gestisce senza modificarlo,

il Draghi lo eredita e lo lascia produrre i suoi effetti.

La responsabilità politica è quindi chiara e continua, e nasce nell’area della sinistra di governo, con una gestione che ha progressivamente svuotato la presenza scolastica italiana all’estero senza mai assumersene apertamente la responsabilità.

Il vero problema: la scomparsa dei docenti italiani

Il Covid non è la causa della chiusura della Scuola Italiana di Asmara.

È solo la goccia finale.

Il vero problema inizia anni prima, con la progressiva scomparsa dei docenti italiani, in particolare dei supplenti inviati dall’Italia. Anche quando assegnati in ritardo, questi supplenti avevano sempre garantito un numero sufficiente di insegnanti, permettendo alla scuola di funzionare e di mantenere la propria identità.

Quando questo meccanismo comincia a venir meno, la scuola entra in una crisi strutturale. Le assenze non vengono più coperte in modo adeguato, le sostituzioni diventano incerte e discontinue. L’istituto è così costretto, per necessità, a ricorrere sempre più spesso a personale reperito in loco, soluzione emergenziale che non viene percepita come equivalente né dalle famiglie né dalle autorità eritree.

La Scuola Italiana di Asmara era riconosciuta come tale per la presenza stabile e qualificata di docenti italiani. Quando questa presenza viene meno, l’istituto perde autorevolezza, chiarezza di ruolo e peso politico. Non è una questione personale o culturale: è una questione istituzionale.

In questo contesto iniziano anche conflitti e incomprensioni con le autorità locali. I rapporti si irrigidiscono, le procedure si complicano, il dialogo diventa fragile. A peggiorare la situazione contribuisce la presenza di figure inadeguate o impreparate nei ruoli chiave: rappresentanti delle autorità locali, funzionari diplomatici, dirigenti scolastici.

Ambasciatori, presidi e referenti amministrativi si muovono spesso senza una linea politica chiara, generando decisioni contraddittorie, comunicazioni mal gestite e attriti evitabili. In assenza di una regia forte da Roma, ogni livello agisce in modo scoordinato, aggravando una situazione già compromessa.

Il Covid come innesco finale

Su questo terreno già instabile arriva la pandemia.

La decisione della Preside di chiudere unilateralmente la scuola, avallata dall’Ambasciata italiana, avviene senza un accordo preventivo formale con le autorità eritree, che in quel momento non riconoscevano ufficialmente l’emergenza sanitaria.

Dal punto di vista eritreo, una scuola straniera che chiude autonomamente sul proprio territorio compie un atto amministrativamente inaccettabile. La conseguenza è la revoca della licenza.

Il 7 ottobre 2021 la bandiera italiana viene ammainata.

Così finisce la Scuola Italiana di Asmara.

Attribuire tutto al Covid o a una singola decisione dirigenziale sarebbe una semplificazione comoda. La scuola era già stata svuotata del suo elemento essenziale: i docenti italiani. Il Covid ha solo accelerato un esito che, politicamente, era già scritto.

Dalla scuola ai corsi: una resa culturale

Dopo anni di vuoto, si parla oggi di “ritorno dell’italiano in Eritrea”. In realtà nessuna scuola è stata riaperta.

Al suo posto, miseri corsi di lingua.

Un corso di lingua non forma classi dirigenti.

Non rilascia titoli.

Non costruisce continuità.

Non sostituisce un’istituzione che per oltre un secolo ha rappresentato l’Italia ad Asmara.

Questa non è una ripartenza. È una resa culturale mascherata da diplomazia soft.

Appello finale

Se oggi in Italia governa davvero una politica di destra, è il momento di dimostrarlo con azioni concrete, non con slogan o con una politica estera ridotta all’acquisto di armamenti.

La democrazia non si esporta comprando armi per l’Ucraina.

Si esporta costruendo istruzione, cultura, coscienza critica.

Gli eritrei sono un popolo inerme, povero, spesso privo di alternative, schiacciato tra un regime autoritario e l’assenza di reali opportunità di formazione. Per decenni, la Scuola Italiana di Asmara ha rappresentato per loro una via concreta di emancipazione: studio, lingua, apertura verso l’Europa, possibilità di futuro.

Chiudere quella scuola e sostituirla con corsi di lingua significa abbandonare proprio i più deboli, quelli che avrebbero più bisogno di un’istruzione vera, strutturata, continua.

Se la destra al governo vuole davvero distinguersi dalla sinistra che ha prodotto questo disastro, deve fare una scelta chiara:

no armi all’Ucraina per un finto processo di difesa della democrazia, più scuole.

Meno propaganda geopolitica, più politica culturale reale e nei luoghi che soffrono davvero, bloccando anche l’immigrazione da rifugiati.

Riaprire la Scuola Italiana di Asmara significherebbe esportare democrazia nel modo più serio e duraturo possibile:

non imponendola con la forza,

ma costruendola nei banchi di scuola, per giovani eritrei che oggi non hanno difese né alternative.

Dopo un secolo di forte presenza italiana, questo non sarebbe un gesto caritatevole.

Sarebbe politica estera nel senso più alto del termine.

Miserable Italian language courses in Asmara after a century of strong Italian presence

After more than a century of Italian educational, cultural, and academic presence in Asmara, Italy now presents itself in Eritrea with simple Italian language courses.

Not a school.

Not an institute.

Not a structured educational project.

Only language courses, presented as a “return of Italy,” whereas in reality Italy has withdrawn.

This is an evident historical regression.

The Italian School of Asmara – the largest Italian school abroad – has not been replaced: it has been erased. What is offered today is not continuity, but an impoverished and symbolic version, useful more for preserving institutional image than for rebuilding a real Italian presence in the Horn of Africa.

To understand how this point was reached, it is necessary to reconstruct in an orderly manner the political and regulatory history that led to the school’s closure.

The regulatory sequence and the responsible governments

The dismantling process takes shape between 2014 and 2018, under the Renzi and Gentiloni governments.

With Legislative Decree 64/2017, approved during the Gentiloni government, the system of Italian schools abroad was redefined according to a logic of “rationalization.” In practice, schools ceased to be considered strategic instruments of foreign and cultural policy and became cost items to be reduced.

This regulation was followed by implementing measures that directly affected staffing levels, recruitment methods, and the ability to ensure educational continuity. Nothing was closed by decree, but a system was built that made it increasingly difficult to keep schools functioning, especially the most complex and remote ones.

Subsequent governments did not reverse course:

the first Conte government maintained the framework,

the second Conte government managed it without changes,

and the Draghi government inherited it and allowed its effects to unfold.

Political responsibility is therefore clear and continuous, originating within the left-wing governing area, through a management approach that progressively emptied Italy’s educational presence abroad without ever openly assuming responsibility.

The real problem: the disappearance of Italian teachers

Covid is not the cause of the closure of the Italian School of Asmara.

It is only the final drop.

The real problem began years earlier, with the progressive disappearance of Italian teachers, particularly substitute teachers sent from Italy. Even when assigned late, these substitutes had always guaranteed a sufficient number of teachers, allowing the school to function and maintain its identity.

When this mechanism began to fail, the school entered a structural crisis. Absences were no longer adequately covered, substitutions became uncertain and irregular. The institution was therefore forced, out of necessity, to increasingly rely on locally recruited staff—an emergency solution that was not perceived as equivalent either by families or by Eritrean authorities.

The Italian School of Asmara was recognized as such because of the stable and qualified presence of Italian teachers. When this presence diminished, the institution lost authority, clarity of role, and political weight. This is not a personal or cultural issue: it is an institutional one.

In this context, conflicts and misunderstandings with local authorities also began. Relations became tense, procedures more complicated, dialogue fragile. The situation was further worsened by the presence of inadequate or unprepared figures in key roles: local authority representatives, diplomatic officials, and school administrators.

Ambassadors, principals, and administrative staff often acted without a clear political line, generating contradictory decisions, poorly managed communications, and avoidable friction. In the absence of strong coordination from Rome, each level acted independently, worsening an already compromised situation.

Covid as the final trigger

On this already unstable ground, the pandemic arrived.

The decision by the principal to unilaterally close the school, endorsed by the Italian Embassy, was made without a formal prior agreement with Eritrean authorities, who at that time did not officially recognize the health emergency.

From the Eritrean point of view, a foreign school closing autonomously on national territory constituted an administratively unacceptable act. The consequence was the revocation of the license.

On 7 October 2021, the Italian flag was lowered.

Thus ended the Italian School of Asmara.

Attributing everything to Covid or to a single managerial decision would be a convenient simplification. The school had already been stripped of its essential element: Italian teachers. Covid merely accelerated an outcome that was already politically determined.

From school to courses: a cultural surrender

After years of emptiness, there is now talk of a “return of Italian” in Eritrea. In reality, no school has been reopened.

In its place, miserable language courses.

A language course does not form ruling classes.

It does not award degrees.

It does not create continuity.

It does not replace an institution that represented Italy in Asmara for more than a century.

This is not a restart. It is a cultural surrender disguised as soft diplomacy.

Final appeal

If a right-wing government truly governs Italy today, it is time to prove it with concrete actions, not slogans or a foreign policy reduced to purchasing weapons.

Democracy is not exported by buying weapons for Ukraine.

It is exported by building education, culture, and critical awareness.

Eritreans are a defenseless, poor people, often deprived of alternatives, squeezed between an authoritarian regime and the absence of real educational opportunities. For decades, the Italian School of Asmara represented a concrete path to emancipation for them: study, language, openness toward Europe, and a chance for a future.

Closing that school and replacing it with language courses means abandoning precisely the weakest—those most in need of real, structured, continuous education.

If the right-wing government truly wants to distinguish itself from the left that produced this disaster, it must make a clear choice:

no weapons to Ukraine for a fictitious process of defending democracy—more schools.

Less geopolitical propaganda, more real cultural policy in places that truly suffer, also reducing refugee-driven migration.

Reopening the Italian School of Asmara would mean exporting democracy in the most serious and lasting way possible:

not imposing it by force,

but building it in school classrooms, for Eritrean youth who today have no defenses and no alternatives.

After a century of strong Italian presence, this would not be an act of charity.

It would be foreign policy in the highest sense of the term.

ПЕРЕВОД НА РУССКИЙ ЯЗЫК.

Убогие курсы итальянского языка в Асмэре после столетия сильного итальянского присутствия

После более чем ста лет итальянского школьного, образовательного и культурного присутствия в Асмэре Италия сегодня представлена в Эритрее лишь простыми курсами итальянского языка.

Не школой.

Не институтом.

Не структурированным образовательным проектом.

Только языковые курсы, представляемые как «возвращение Италии», тогда как на самом деле Италия ушла.

Это очевидный исторический регресс.

Итальянская школа в Асмэре — крупнейшая итальянская школа за рубежом — не была заменена: она была ликвидирована. То, что предлагается сегодня, — это не преемственность, а обеднённая и символическая версия, полезная скорее для сохранения институционального имиджа, чем для восстановления реального итальянского присутствия в Африканском Роге.

Чтобы понять, как до этого дошло, необходимо последовательно восстановить политическую и нормативную хронику, приведшую к закрытию школы.

Нормативная последовательность и ответственные правительства

Процесс демонтажа формируется в период с 2014 по 2018 год, при правительствах Ренци и Джентилони.

С принятием Законодательного декрета № 64/2017 во время правительства Джентилони система итальянских школ за рубежом была переопределена в логике «рационализации». Фактически школы перестали рассматриваться как стратегические инструменты внешней и культурной политики и превратились в статьи расходов, подлежащие сокращению.

За этим последовали подзаконные акты, которые напрямую затронули численность персонала, методы найма и возможность обеспечения образовательной непрерывности. Ничто не закрывалось указом, но была создана система, которая всё больше затрудняла нормальное функционирование школ, особенно наиболее сложных и удалённых.

Последующие правительства не изменили курс:

первое правительство Конте сохранило эту систему,

второе правительство Конте управляло ею без изменений,

правительство Драги унаследовало её и позволило последствиям проявиться.

Политическая ответственность, таким образом, ясна и непрерывна и берёт начало в левом правящем лагере, при управлении, которое постепенно опустошило итальянское школьное присутствие за рубежом, так и не взяв на себя открытую ответственность.

Реальная проблема: исчезновение итальянских преподавателей

Covid не является причиной закрытия Итальянской школы в Асмэре.

Это лишь последняя капля.

Реальная проблема началась годами ранее с постепенного исчезновения итальянских преподавателей, в частности замещающих учителей, направляемых из Италии. Даже когда они назначались с опозданием, эти замещающие преподаватели всегда обеспечивали достаточное количество учителей, позволяя школе функционировать и сохранять свою идентичность.

Когда этот механизм начал разрушаться, школа вошла в структурный кризис. Отсутствия перестали надлежащим образом компенсироваться, замены стали нерегулярными и неопределёнными. Учреждение было вынуждено всё чаще прибегать к местному персоналу — экстренному решению, которое не воспринималось как равноценное ни семьями, ни эритрейскими властями.

Итальянская школа в Асмэре признавалась таковой благодаря стабильному и квалифицированному присутствию итальянских преподавателей. Когда это присутствие ослабло, учреждение утратило авторитет, ясность роли и политический вес. Это не личная и не культурная проблема — это институциональная проблема.

В этом контексте начались конфликты и недопонимание с местными властями. Отношения обострились, процедуры усложнились, диалог стал хрупким. Ситуацию усугубило присутствие неподготовленных или некомпетентных фигур на ключевых позициях: представителей местных властей, дипломатических чиновников, руководителей школы.

Послы, директора и административные представители часто действовали без чёткой политической линии, что приводило к противоречивым решениям, плохо выстроенной коммуникации и избегаемым конфликтам. В отсутствие сильного руководства из Рима каждый уровень действовал самостоятельно, усугубляя уже критическую ситуацию.

Covid как последний спусковой крючок

На этой уже нестабильной почве разразилась пандемия.

Решение директора школы в одностороннем порядке закрыть её, одобренное итальянским посольством, было принято без предварительного формального соглашения с эритрейскими властями, которые в тот момент официально не признавали санитарную чрезвычайную ситуацию.

С точки зрения Эритреи иностранная школа, самостоятельно закрывающаяся на территории государства, совершает административно недопустимый акт. Следствием стала отзыв лицензии.

7 октября 2021 года итальянский флаг был спущен.

Так закончилась история Итальянской школы в Асмэре.

Сводить всё к Covid или к одному управленческому решению — удобное упрощение. Школа уже была лишена своего ключевого элемента: итальянских преподавателей. Covid лишь ускорил исход, который был политически предопределён.

От школы к курсам: культурная капитуляция

После лет пустоты сегодня говорят о «возвращении итальянского языка» в Эритрею. На самом деле ни одна школа не была вновь открыта.

На её месте — жалкие языковые курсы.

Языковой курс не формирует правящие элиты.

Он не выдаёт дипломов.

Он не создаёт преемственности.

Он не заменяет учреждение, которое более века представляло Италию в Асмэре.

Это не перезапуск. Это культурная капитуляция, замаскированная под мягкую дипломатию.

Заключительный призыв

Если сегодня в Италии действительно у власти правая политика, пришло время доказать это конкретными действиями, а не лозунгами или внешней политикой, сведённой к закупке вооружений.

Демократию не экспортируют, покупая оружие для Украины.

Её экспортируют, создавая образование, культуру и критическое мышление.

Эритрейцы — беззащитный и бедный народ, часто лишённый альтернатив, зажатый между авторитарным режимом и отсутствием реальных возможностей для образования. На протяжении десятилетий Итальянская школа в Асмэре была для них реальным путём к освобождению: учёба, язык, открытость к Европе, шанс на будущее.

Закрыть эту школу и заменить её языковыми курсами — значит бросить самых слабых, тех, кому больше всего необходимо настоящее, структурированное и непрерывное образование.

Если правительство хочет действительно отличаться от левых, породивших эту катастрофу, оно должно сделать ясный выбор:

никакого оружия Украине ради фиктивной защиты демократии — больше школ.

Меньше геополитической пропаганды, больше реальной культурной политики там, где люди действительно страдают, одновременно сдерживая миграцию беженцев.

Открытие Итальянской школы в Асмэре означало бы экспорт демократии самым серьёзным и долговечным способом:

не навязывая её силой,

а формируя её за школьными партами — для эритрейской молодёжи, которая сегодня не имеет ни защиты, ни альтернатив.

После века сильного итальянского присутствия это был бы не благотворительный жест.

Это была бы внешняя политика в самом высоком смысле этого слова.
